The Western Metropolitan Regional Council (WMRC) has formally endorsed a Concept Redevelopment Plan that will guide long-term transformation of the West Metro Recycling Centre.
WMRC Chair Cr Paul Kelly said the Plan represents a major step forward in ensuring the Recycling Centre continues to meet the growing needs of the community while delivering strong environmental and economic outcomes.
“This is a once-in-a-generation opportunity to reimagine how our Recycling Centre operates,” the Chair said. “The Plan sets a clear, long-term vision to modernise the facility, improve safety and accessibility, and significantly enhance resource recovery.”
The endorsed Plan outlines a comprehensive redevelopment of the 1.53-hectare site, including a new undercover Community Recycling Centre, improved traffic flow to reduce congestion, upgraded waste handling systems, and enhanced infrastructure to safely manage both public access and operational activities.
Key features include:
- A fully undercover community drop-off area to improve customer experience
- Relocated entry, gatehouse and weighbridge to increase efficiency and reduce queuing
- Expanded capacity for waste processing, including residual and FOGO waste streams
- Improved safety measures with further public separation from heavy machinery
- Enhanced drainage systems to better manage stormwater and environmental impacts
The Plan also supports the long-term transition to a circular economy, with a focus on increasing recycling, recovery and reuse outcomes.
“The redevelopment is about more than infrastructure – it’s about building a smarter, safer and more sustainable future for waste management in Perth’s western suburbs,” the Chair said.
The Concept Plan establishes a structured, long-term framework for staged delivery of upgrades over time, allowing works to be prioritised and sequenced in line with operational needs, available funding and evolving industry requirements.
Each stage of the redevelopment will be subject to detailed planning, business cases and formal approvals, ensuring that investment decisions are carefully assessed and aligned with WMRC’s financial and strategic priorities.
“This disciplined, staged approach allows us to progressively deliver improvements while maintaining strong financial oversight and minimising disruption to current operations,” the Chair said.
The Plan has been developed in consultation with member councils, regulators, staff and industry experts, ensuring it reflects both community expectations and regulatory requirements.
“This is an important milestone for WMRC and the communities we serve,” the Chair said. “We are setting the foundation for a facility that will deliver long-term benefits for residents, the environment and the regional economy.”
